Freeform means the station has not handed its playlist to a format clock. A host is trusted to build the hour, so what gets played is decided by a person and not by a category, and 653 of the 1363 stations in this registry work that way. For an independent artist that is the most open door on the dial and the hardest one to aim at, because there is no genre to match yourself against.
